County Auditor/Treasurer, Fran Windschitl Announces Retirement, County Board Considers Appointment

Auditor/Treasurer Fran Windschitl, CPA has announced his retirement effective September 30, 2017.  Windschitl’s career at Rice County spanned 26 years with the last almost 19 years as the elected Auditor/Treasurer.  Windschitl ran for office in 1998 after serving 7 years as Finance Director.  Windschitl’s original campaign advocated combining the elected Auditor/Treasurer position with his then Finance Director position which was later adopted by the County Board.  Windschitl also worked at Stearns County and the Office of the State Auditor.

Windschitl has held many leadership roles through various statewide associations including the Minnesota Inter County Association, Minnesota Counties Computer Cooperative, Association of Minnesota Counties, Minnesota Association of County Officers, Minnesota Association of County Auditors, Treasurers and Finance Officers, Minnesota Government Finance Officers Association and the Minnesota Association of Governments Investing for Counties.

Throughout his career, Windschitl has fostered full disclosure and transparency in County Government while he and his staff have achieved 25 years of recognition of Excellence in Financial Reporting from the Government Finance Officers Association.  During his tenure, he has championed many County quality of service based initiatives improving the lives of citizens while saving taxpayer dollars.

The Rice County Board unanimously supported legislation to provide an opportunity to appoint his successor and this special legislation passed in May thanks to the support of our local legislators.  The Board will now conduct two public hearings discussing the appointment and will be considering how the duties may be assigned.
