Public Notice of Intent to Purchase Body Worn Camera's

Notice for Public Comment 

The Rice County Sheriff’s Office intends to purchase Body Worn Camera (BWC) or Portable Recording System (PRS).  Pursuant to Minn. Stat. §626.8473, subds. 2 and 3, the Rice County Sheriff’s Office must accept public comments submitted electronically or by mail, and the Rice County Board of Commissioners must provide an opportunity for public comment at a regularly scheduled meeting regarding the purchase of Body Worn Camera (BWC) or Portable Recording System (PRS) and the implementation of a written policy governing its use. 

The Rice County Board of Commissioners is providing an opportunity for public comment regarding Body Worn Camera (BWC) or Portable Recording System (PRS) and the related draft policy at its regularly scheduled meeting on Tuesday, September 22, 2020 at 9:00 a.m. 

The Rice County Sheriff’s Office is also accepting public comments regarding Body Worn Camera (BWC) or Portable Recording System (PRS) and the related draft policy until 4:30 p.m. on September 22, 2020.  Public comments may be submitted electronically via email to RCSheriff@co.rice.mn.us or by mail at 118 NW 3rd Street, Faribault, MN  55021 with attention to Sheriff Dunn. 

The initial purchase of equipment, software and storage for data is estimated at $135,000.  This will be paid out of the Rice County Sheriff’s current 2020 budget with no additional levy increase.  Annual recurring costs are estimated at $10,000 for maintenance and service agreements.  In 2021, we would be adding an additional part-time position to handle the data requests and redaction procedures at an estimated cost of $62,000 annually.

Minn. Stat. §13D.021 requires a public body to make a determination that an in-person meeting is not practical or prudent because of a health pandemic or an emergency declared under Chapter 12 of Minnesota Statutes. At this time, the governor has declared an emergency under Chapter 12 of Minnesota Statutes.  Therefore, receiving public comments at its regular meeting of the Rice County Board of Commissioners may be conducted by telephone or other electronic means. The regular meeting of the Rice County Board of Commissioners shall occur in the Commissioner’s Room of the Rice County Government Center, 320 3rd Street NW, Faribault, MN 55021.

Some members may participate by telephone or other electronic means. If telephone or another electronic means is used to conduct a meeting, to the extent practical, Rice County shall allow a person to monitor the meeting electronically from a remote location, if requested. The person making a connection shall pay for the documented additional cost incurred as a result of the additional connection.
